Worcester, Secretary of the Interior of the Government of the Philippine Islands, regarding the stationing of a regular medical officer of the Public Health and Marine Hospital, Dr. Victor G. Heiser, at Amoy, China. The Secretary of Interior stated that Dr. Heiser would alleviate the quarantine restrictions in Amoy.
