After the Revolutionary War, some of the original thirteen states had no western boundary. The District of Kentucky (then part of Virginia) sought to be “a Sovereign Independent State.” Their petition threatened that “should we be unsuccessful in this application, we shall not consider ourselves in any manner answerable for the future conduct of our Constituents.”
