This memorandum was written by B.S. Keusseff to David S. Groh for military intelligence and plant protection regarding Bolshevik activity in Detroit, Michigan. It comes from a file on "Bolshevik Agitation" from the War Department Plant Protection Section, reflecting their concern with ensuring that manufacturing plants connected to war production in the homefront during World War I stayed in business. Labor activists and agitators believed to be affiliated with communist or socialist causes came under close scrutiny.
