The strength and cohesion of the minority political party in each chamber can have significant effects on how quickly bills are passed or if they are passed at all. The members of the minority reflect the opinions and wishes of the voters who elected them to office. Even when they cannot completely block a bill, they can represent their supporters by slowing down the legislative process and displaying their opposition to the majority party’s proposed legislative agenda. Cartoonist Clifford Berryman uses the Democratic donkey to represent the congressional minority trying to explain to an old-timer back home what the Democrats had done during the recent session of Congress. When the old-timer asks, "You say they loafed along. What did you do?", the donkey responds, "I fought every move they made," as if that justifies the lack of progress on major issues.
This cartoon was drawn by Clifford Berryman, one of Washington, DC's best-known cartoonists in the early to mid-1900s. Berryman drew for the Washington Post and Evening Star newspapers. His cartoons touched on a variety of subjects including politics, elections, and both World Wars.
