This document shows the part of the legislative process in which different versions of a bill, one passed by the Senate and one by the House of Representatives, are reconciled and then passed by both houses in identical form. This bill has been reconciled by substitute, meaning that the full text of the bill passed by one chamber has been substituted for the body of the bill passed by the other chamber. The Constitution requires that both houses of Congress pass an act in identical form before it is presented to the President.
