The Office of Alien Property Custodian was a Government office that President Woodrow Wilson created by executive order under the authority of the Trading with the Enemy Act. Its purpose was to assume control and dispose of enemy-owned property in the United States.
The original caption for this photograph reads: Alien Property Unit marches in liberty loan parade. Grouped on the steps is the Alien Property Unit under A. Mitchell Palmer, Custodian of Alien Property, which marched in the third Liberty Loan Parade in Wash., D.C. The most striking of their baners was: "We Buy Liberty Bonds with the Kaiser's Money." April 30, 1918.
