This is not an encouragement to kiss but a World War II poster exhorting citizens to avoid careless talk. In many wartime posters, the Government warned citizens not to talk about their work or news they had heard from relatives on the fighting fronts for fear that enemy sympathizers or spies would relay information to the enemy.
