This partial sheet of 40 non-postal stamps (or seals) show Franklin D. Roosevelt and John N. Garner and say "Use this stamp on letterheads only" and "One cent was paid for this stamp to an unemployed person." Large text says "Repeal and Employment, Roosevelt and Garner" and "A New Deal, A Square Deal."
