Description

In this formally classified memo to President Harry S. Truman, William J. Donovan, head of the Office of Strategic Services, informs the President that the Distinguished Service Cross has been awarded to Virginia Hall. Donovan explains that Hall was the first civilian woman in World War II to receive this award and suggests the President may want to present the award personally.
