Lieutenant Colonel Louis Wagner, 88th Division of Pennsylvania Volunteers, Commander Camp William Penn, sent this letter to Captain C. S. Haldeman, Assistant-Adjutant General of Pennsylvania, requesting an order for transportation for him and his men to attend the funeral procession of Abraham Lincoln in Philadelphia.

Respectfully returned to Lieut. Col. Louis Wagner Comdg Camp “Wm Penn” whose attention is incited to Sec. 23 a Act of March 3 a 1865— under which these men were accepted.

I have no copy of the Act referred to in the above endorsement neither can I see how it effects the question asked, which I reiterate: Are these men “Substitutes” or Representative recruits?

The Rolls received with them do not contain the requisite information. I am satisfied that no Act of Congress can give it.

An immediate answer is needed to enable me to complete the “Muster- in Roll” of the Company to which these men were assigned.

I have the honor to ask for an Cider for transportation for eight hundred and fifty (850) Officers and men, and 7 horses from Old York Road Station, to Philadelphia, to attend the funeral obsequies of the late President of the United States, Abraham Lincoln

and for eight hundred and forty-eight- (848) Officers and men to return, via North Penn. Rail Road.

Franklin Beesin

Daniel Henry
Edward Warfield of “Mc Afe”

Henderson Walter
John Wesley
Pallas Randolph
Elijah Beesin
Toney Brown
Mills Mitchell
Elias Wallace
Daniel Mitchell
Two of these men, John Adam’s and Elijah Beesin have deceased, and one man, John Wesley has deserted.

There are one or two men of this detachment who should be discharged, as they are unfit for duty, (illegible) to physical disability.
