The title of this article in the Brooklyn Standard Union newspaper quotes Commissioner of Immigration Frederick A. Wallis who advocated immigration to the U.S. based on scientific selection. In the early 1900s the U.S. government, in response to citizens' concerns, established limits on the number of people allowed to immigrate to the United States.
