This appeal record includes a recommendation from the Commissioner-General of Immigration that the appeal be dismissed, a notification of refusal of admission to the United States, a letter from the Chinese Inspector in Charge in San Francisco stating that the applicant was returned to China, and a Certificate for Chinese Subject of Exempt Class vouching that Sui Ting Kit was a member of one of the exempt classes described in Section 6 of the Chinese Exclusion Act, since he was a student.
