The Joint Committee on National Recovery (JCNR) published this pamphlet describing the failures of the New Deal to address the needs of Black workers. Economist Robert C. Weaver and attorney John P. Davis established the JCNR in 1933 to investigate and publicize racial discrimination in New Deal programs and push for reforms. In 1936, Davis became a leader of the National Negro Congress.
