In March 1865 Secretary of State William Seward wrote this letter of concern to U.S. Ambassador to Great Britain Charles Francis Adams. The Shenandoah, a Confederate warship, had destroyed 11 U.S. merchant vessels near Cape Town, South Africa. It then found safe harbor in Melbourne, Australia. Both ports were British possessions. Seward called the attacks and Britain’s assistance to the Shenandoah a “new aggression of British subjects upon our national rights.”
