When a person votes for a Presidential candidate in the popular election, they're actually voting for the slate of electors representing their choice for President. Those electors meet in their state and vote. They record their votes on Certificates of Vote like this one.
They send their state's electoral votes to the President of the United States Senate. Then Congress counts the electoral votes in a joint session of Congress and announces the winner.
This Certificate of Vote shows that George Washington and John Jay each received three votes from Delaware. Washington was elected President and John Adams Vice President in the 1789 election.

Dover in the Delaware State,Wednesday, February 4 A.D. 1789,
At a Meeting of the Electors for the Delaware State, appointed under the Directions of the Constitution of the United States, the following Persons were balloted for, to wit,
For
George Washington Esqr. 3 Votes,
John Jay Esqr. 3 Votes.
We, the Electors for the said State, do hereby certify, that the above said George Washington and John Jay, Esquires, were unanimously elected by Ballot as aforesaid. In Testimony whereof We have hereunto subscribed Our Names, the Day and Year above written.
