This cartoon refers back to the unusual efforts by Charles G. Dawes, ambassador to the Court of St. James, when he was vice president under Calvin Coolidge (1925-1929) to limit the Senate filibuster. This Berryman cartoon uses Dawes to take a jab at long-winded banquet addresses, and simultaneously pokes fun at Dawes' reform efforts.
