On October 7, 1864, the USS Wachusetts captured the CSS Florida in Brazilian waters. The Confederate Senate issued this resolution condemning the “flagrant outrage upon the territorial sovereignty of Brazil.” It also called upon the Brazilian government to seek restitution from the United States for the capture of the Florida.
