This photograph shows President Bill Clinton signing a memorandum strengthening Title IX enforcement and addressing discrimination on the basis of religion, sex, race, color and national origin. At the signing ceremony were Secretary of Education Richard Riley, Jackie Joyner-Kersee, Anne Jarvis Jefferson, Verelett Allen, Captain Robin Forster, Dr. Nelba Chavez, and Sally K. Ride.
Title IX was passed as part of the Education Amendments Act of 1972. It prohibits sex discrimination in education programs supported by Federal dollars.
