This image comes from a series of records created or collected by the Chicago District staff of the Army Corps of Engineers [for] civil engineering projects. As parts of those public works projects, the Corps of Engineers dredged rivers, creeks, harbors, and other waterways; built levees for flood control; removed wrecks and other obstructions to navigation; built and maintained bridges, locks, and dams; and relocated roads and railroads.
