This bluntly worded report to BIA Commissioner John Collier, covering 2 fiscal years shortly after passage of the Indian Reorganization Act, reflects the viewpoint of an Agency Superintendent who wished to "liquidate the Indian Service" and may be seen as anticipating the federal tribal Termination policy of the c1950s-1960s period. It also gives an overall view of the lives of many northern and central California Indian groups, including those living on a number of rancherias.
