This is President Herbert Hoover’s statement of objections to the Garner-Wagner Bill, H.R. 12445. He stated that the House of Representatives committee did not come to a workable agreement because of Speaker of the House John Garner’s insistence on keeping certain provisions of the bill.
Hoover vetoed the bill on July 11, 1932. A compromise bill, H. R. 9642, was passed July 21, 1932.
