To all to whom these Presents shall come, Greeting:
Know Ye, That I hereby authorize John Hay, Secretary of State of the United States, to effect with any person or persons duly authorized thereto by the Government of the Republic of Panama, the exchange of my ratification for that of the Government aforesaid, of the treaty between the United States and Panama providing for the construction of a ship canal to connect the waters of the Atlantic and Pacific Oceans, concluded at Washington, November 18, 1903.
In testimony whereof, I have caused the seal of the United States to be hereto affixed.
Given under my hand at the City of Washington, the twenty-fourth day of February, in the year of our Lord one thousand nine hundred and four, and of the Independence of the United States of America the one hundred and twenty-eighth.
