During the Revolutionary War, Congress directed the peace commissioners “to undertake nothing in the negotiations for peace or truce” without the knowledge of the King of France. However, on the other side of the Atlantic, John Adams feared that “Congress surrendered their own Sovereignty into the Hands of a French Minister.”
This primary source comes from the Records of the Continental and Confederation Congresses and the Constitutional Convention.
