Truman begins this memorandum stating “the grave dislocation of populations in Europe resulting from the war has produced human suffering that the people of the United States cannot and will not ignore.”
He says the US government must facilitate immigration to the United States under existing quota laws. He outlines how this is to be done and what the individual responsibilities will be of those receiving the memo.
The memorandum was sent to the Secretary of State, Secretary of War, Attorney General, War Shipping Administrator, Surgeon General of the Public Health Service, and Director General of the United Nations Relief and Rehabilitation Administration.
