In July 1940, Secretary of State Cordell Hull attended the Havana Conference, officially the “Consultation of Ministers of Foreign Affairs,” in Havana, Cuba. The meeting addressed concerns about Nazi aggression and the fate of European colonies in the Caribbean. It resulted in the Act of Havana – with plans for mutual defense in case of attack. President Franklin D. Roosevelt sent this memo to Secretary of State Cordell Hull and instructed him, as part of the negotiations, to raise the issue of European refugees to the Americas.
