This letter is from the Acting Commissioner of the Office of Commissioner in Philadelphia, Pennsylvania to the Commissioner General of the Bureau of Immigration and Naturalization. The Acting Commissioner informs him that he informed all the officers charged with enforcing the Chinese Exclusion Acts to follow the instructions of his circular letter emphasizing the importance of treating all Chinese persons with courtesy and consideration.
