An important part of banning discrimination in defense industries was how such a ban would be enforced. EO 8802 included a provision establishing a Fair Employment Practices Committee (FEPC) authorized to investigate and remedy discriminatory practices. In this letter Randolph thanked Franklin D. Roosevelt for creating the Fair Employment Practice Committee (FEPC). But he was concerned about the committee’s membership.
The five-member committee appointed by Franklin D. Roosevelt on July 18, 1941, included two African Americans.
