Description

In this telegram, John P. Hermann tells President Woodrow Wilson his belief that keeping Pankhurst confined for questioning was unjust and claims that it allowed the United States government to be used as a cat’s paw in the cat and mouse act. It comes from an appeal of English suffragette Mrs. Emmeline Pankhurst for admittance.
