National Security Adviser Zbigniew Brzezinski sent this memo to President Carter in advance of Carter’s meeting with Israeli Prime Minister Menachem Begin on May 1, 1978. Brzezinski asserted that a renewed commitment to Israeli security should be coupled with an appeal for Begin’s recognition of the requirements that Egyptian President Anwar Sadat had asserted during in the Middle East peace process.
