Signed by President Ronald Reagan on October 14, 1984, Public Law 98-497 established an independent National Archives and Records Administration on April 1, 1985. Although President Franklin D. Roosevelt created the National Archives as an independent agency in 1934, a 1950 law subsequently placed it under a newly created U.S. General Services Administration. The 1984 law restored the Archives’ independence.
