The Jicarilla Apache Nation drafted a constitution which was then approved by tribal members through a vote (including absentee votes, as seen here) in 1937. The constitution set forth a framework for the government of the Jicarilla Apache Nation and its independent status. This was a direct result of the 1934 Wheeler-Howard Act, or Indian Reorganization Act.
