This is Executive Order 9066, issued by President Roosevelt at the beginning of the US Involvement in World War 2.  While reading, I would like you to consider this excerpt from the United States Constitution:

Fifth (5th) Amendment:  No person shall be deprived of … life, liberty, or property, without due process of law
