The first primary source is President Lincoln’s initial recommendation to congress on the gradual emancipation of enslaved people in the United States as a solution to the Civil War.
The second primary source is Lincoln’s Emancipation Proclamation, proposing that enslaved people in the confederate states, specifically those in the confederate army would be freed. However those enslaved in union states, border states, or confederate stated captured by the union would still be enslaved and gradually freed throughout a 100 year period.
